How do you boot another OS (could be a fresh version of MacOS) onto a MacBook when recovery is locked?

The MacBook is currently running macOS Tahoe, and it has system administration. How can I run another OS? I’m fine with any other OS including a fresh Tahoe. Recovery menu is locked along with terminal.
