I have a research project which requires me to scan every IP on the internet for one specific port. I only need to do this scan one time in order to generate the proper visual aids. It's not intrusive and requires literally just one packet to each IP asking "Hey, is this port open?". I foolishly tried using zmap on Linode and almost got my account banned. Are there any hosting providers that allow you to do port scanning on a massive scale? I've heard Digital Ocean allows massive port scanning if you jump through a few hoops of proving what you are doing is academic and what not. Are there any providers that allow you to port scan?
P.S. If there are any other solutions that would allow me to port scan without getting in trouble with my ISP I'd love to hear them. I am in the EU if that changes anything.
