How to gain reliable info from an IP address to report it

I read through the sub rules, hoping this is within bounds but completely understandable if not:

context: recently someone gained access to my fathers whatsapp and barred him out, somehow also blocking him from his own SIM. He is 62 so not too tech savvy, but lately they have been sending outrageous messages on his account, asking people for large sums money stating its an "emergency" and sending hate messaged/death threats to random contacts, this resulting in two separate occasions where people SHOWED UP TO HIS HOUSE threatening him

I scraped the "hackers" IP, host, and location, but I feel that giving that info to his local police force wont come of anything, is there any way to acquire more precise info that could be genuinely helpful to cops?

P.S: sorry mods if this post doesn't attain to rules, just not sure of any subs besides this one that has people with experience in this field.
