Do Indian Car Keyfobs Use Basic Last Code + 1 Systems Instead of Secure Rolling Codes?

Found a comment on Reddit about someone allegedly hacking cars in India using a Flipper Zero. They claim that Indian cars are used last code + 1 instead of a rolling code.
