Would you say there’s such a thing as top 1% hackers?

Someone in security community said no but there is a top 5%. The context is I asked on HTB Academy Discord if someone with advance cert that goes beyond cpts on htb academy, CWEE, and a similar grade wireless pentesting cert from pentester academy and python cert from pentester academy with maybe OSINT basics and SE basics would be top 1% hacker.

I will probably never get there myself but I just wanted to ask because I’m curious to hear.
