A hacking landlord - ID Theft Issue

I found a bunch of unknown devices on my wifi network. The apartment I live in has wifi they pay for as part of a package, but I have my own account. I called Spectrum and they gave me a Mac address for the main unknown device which was coming from a Belkin_ext router. What I noticed:

My wifi signal (MINE) and the signal for Belkin_ext were the same strength as I walked around the property.

When I looked at the belkin_ext router info on the wifi settings list, the Mac address was the same for the mystery devices that had been previously connected. They matched. This is new to the apartment and mine is close to the office.

I blocked new devices from entering and changed my password and name. Then 3 devices were blocked from connecting (apple and Lenovo pc).

This whole thing started when I reported illegal activity in the complex to the property manager (Charged with ID THEFT but didn't jail time).

I suspect cameras or bugs, and an RF detector picked up from only one outlet. But I cant find anything in there when pulled out...

I am really stumped how I can prove this. Does anyone have advice? She has a personal vendetta against me for no valid reason. I'd love some of your help in making sure I take correct measures to police. And making sure it's HER. I can't see her router but maybe I can see something on the public lounge computer.
