nmap scans neighborhood with high scan speed at timing template T0

sudo nmap -e eth3 -6 -T0 fb63:0011:0000:000::/64 conducts ND, Solicitation at relatively high rate probe per time unit. Pentesters machine has IPv6 address within above network ID. Appx every one second one next IPv6 address gets checked. Isn‘t it surprising to observe such rate at timing template T0?
