who has more advanced hacking skills: someone who has just earned the OSCE3 cert of CRTS?

So between Offensive Security's OSCE3 certification and Zero-Point's Certified Red Team Specialist, which one requires more hacking skills to earn? Which one is a better long-term goal?

I know people recommend do OSCP before doing CRTO so I know that CRTO is beyond OSCP.
