Why are/were most hacker spaces located in Germany?

When you look at https://wiki.hackerspaces.org/List_of_Hacker_Spaces, most of the hack spaces seem to be located in Germany, which kind of makes sense when you look at the history of the CCC but it's been 40 years and hacker spaces still have not really taken off outside of Europe?
