Major Security flaw in almost every store in my country how can this even happen?

So in almost every store theres a thing where you return bottles and it prints out a barcode which you can scan for money but the code that gets genearted is not in a database so you can modify the value all you want and IT WORKS when you scan it only things stored in a database are used codes
