can someone explain why DDoS is illegal?

So i recently came across a fake news site and feel like i want to bring it some trouble. But know that DDoS is illegal so won't do it. But then it hit me DDoS is just a lot of traffic To a site why is that illegal? I mean Facebook also has a lot of traffic and if i request the time from a ntp server every second that isn't illegal but when it isn't the time but a site it is illegal? How does this work? And where is the line? When do we count it DDoS (bad) and when is it just a crap ton of traffic from 1 person
