Is it actually possible for top tier hackers to hack someones Whatsapp or Gmail?

When I say "top tier" I mean hackers who either work for the FBI or get arrested by the FBI. So is it possible in todays age where 2 factor authentication is basically used by everyone, is it possible for someone to just open up a computer do some crazy complicated stuff and get into someones gmail or WhatsApp?
