What made Russian Hackers get so much hype?

I personally believe Russian hackers are good for the same reason American, Chinese, Israeli, British, Australian, New Zealand and Canadian hackers are: I believe most of the hype is unnecessary anyways.

Their countries can afford it and they consider it an intelligence and defense priority.

There is a robust grey market for hacking services. If you can afford it, it's for sale. We perform this services and offer them to people who can afford it.

And prices are really not that high - $30k for a basic job, a bit more for a really quiet or tricky one. Bigger countries like Russia, China and the US can also afford to hire and train their own hackers.
