If I have a dynamic IP and I use a different device to register on a website I already have an account on, would it still know it’s the same person?

So there’s a website that only allows you to have one account, but I’d like to create a second account without them knowing it’s me, if I reset my router to change my IP, and I register on a different device, would it still know it’s me ?
