Are most good hackers self-taught?

Person A went to college, studied computer science and specialized in cyber security.

Person B went to college and studied something that is not related to computer science or didn't go to college at all but they learned programming on their own out of passion. This person got good enough to be able to build things, understand how they work inside and out to be able to break them and to later be able to break things built by other people.

My question is, shouldn't Person A who went to college for several years and has a solid understanding of the fundamentals of computer science, software engineering and cyber security be a better hacker than person B who learned everything on their own from books and tutorials and may have missed some fundamental parts of computer science? in other words, if someone wants to be an ethical hacker in 2022, do you recommend self-learning or going to college?
