how did they learn to do it?

so, some days ago in my country, Iran a hacking group called "adl e ali" hacked Irans biggest prison "evin" and spoiled a lot of things and I thought: "how they learned to do this how they know how to hack a prison, they are not a big group with legendary hacking skills they must learn it from somewhere but how where they did?" and I am really thinking bout it since then and why we can't be like them I mean there is not a complete tutorial to hack a prison on the YouTube or the internet so how they did it? does anyone know how those big hacking groups learned to hack at that level? or what do they use to do so? (just curious)
