Is this a scam ?

I know nothing about this sort of thing but it’s something I would be willing to pay for . This guy says he’s a “white hat hacker” and that he can retrieve old deleted snap chat messages for me from years ago ,

Says he needs at least 100$ upfront to purchase the tools from the “deep web” , I asked if it’s software how come he doesn’t already have the tools to which he said “they have expiration dates”

I’m really close fisted with my money and won’t spend on something like that unless I know it’s 100% real , what do you guys think
