Can someone use Kali Linux in a Virtual machine and hack with it as if it is installed as a main OS?

I am interested in hacking and Cybersecurity, But i am still a beginner, So i had this question to ask because it is interessting to know if:

Can someone use Kali Linux in a Virtual machine and hack with it as if it is installed as a main OS?

I mean Is there a difference Between using an OS in a Vm or Installing it?
